Digitization and datafication of public space have a significant impact on how cities are developed, governed, perceived and used. As technological developments are based upon political decisions, which impact people’s everyday lives, and from which not everyone benefits or suffers equally, we argue that ‘the smart city’ should be part of continuous public debate; that it should be considered and treated as a social problem. Through nine focus groups, we invited respondents to explore and discuss instances and dilemmas of the (...) smart city. We investigated which interpretative repertoires they used to frame the smart city as a social and actionable problem. Following Blumer's and Gamson's theories on the social construction of problems and on collective action frames, we assessed respondents’ discursive interpretations and their subjective construction of their senses of injustice, agency and identity regarding this subject. We find that – in the context of the city of Rotterdam in The Netherlands – citizens do not experience and consider the smart city as a social and actionable problem. Although they do associate the technological development of smart cities with potential threats, this does not change or constrain their sense of ‘actionability’, nor their behaviour, as they consider themselves to be powerless individuals regarding what, in their eyes, is a complex, elusive and inevitable situation they are confronted with. Strikingly, rather than specifically and contextually reflecting on smart city issues, respondents tended to express their concerns in the more general context of digital and data technologies invading everyday life. BackgroundHuntington’s disease has a poor prognosis. For HD patients in the Netherlands, one way of dealing with their poor prognosis is by drawing up an advance euthanasia directive. Little is known about the perspectives of HD patients on their AED.AimTo gain insight into patients’ views on and attitudes towards their AED, and changes over time.MethodsA longitudinal qualitative interview study using 1 to 6 semi-structured interviews over a period of maximum three years. Nine HD patients who either had an AED or (...) were thinking about drawing it up participated in this study.ResultsWe identified two themes that characterize patients’ perspectives on their AEDs: general character of the AED; uncertainty around their AED. Ad The conditions that the participants described in their AED were generally not very specific for the person. Mostly they were general notions of unbearable suffering. Familiarity with HD in the family could play a role in drawing up an AED. Ad Participants generally were aware of the tentative character of their AED and could have doubts concerning their own willingness or the willingness of others in the future. Sometimes these doubts were so great, that it prevented them from drawing up an AED. However, patients did not alter their AED during the follow-up period or changed in their view or attitude on their AED.ConclusionHD patients that draw up an AED usually describe general conditions for euthanasia and recognize that these conditions may change as the disease progresses. An AED or the wish to draw one up may be a good conversation starter for conversations about goals and preferences for future care. (shrink)

Shaʻar ha-ṭohorah. Liḳuṭim mi-Sefer ḥasidim -- Śiḥot u-maʼamarim.

The current study tries to verify the effectiveness of a training program in increasing Crowdfunding awareness. The sample was (50) students in CIS, who were purposively selected and distributed equally into a treatment and control group. The researchers designed the study tools (a training program to increase Crowdfunding awareness). The study findings revealed the existence of statistically significant differences between the treatment and control groups in favor of the former. Furthermore, there were statistically significant differences between the pre and the (...) post measures of the treatment group in favor of the post measures. Furthermore the current study is unique by the virtue of its nature, scope and way of implied investigation, as it is the first study for Crowdfunding training program in Arabic world. (shrink)

This article revisits a reduced model of cardiac electro-physiology which was proposed to understand the genesis of unidirectional block pathology and of ectopic foci. We underline some specificities of the model from the viewpoint of dynamical systems and bifurcation theory. We point out that essentially the same properties are shared by a simpler system more accessible to analysis. With this simpler system, it becomes possible to give a new presentation of the phenomenon in a phase plane with time moving slow (...) manifolds. This presentation can be of interest both for cardiac electro-physiologists and for mathematicians. (shrink)

Currently there are persistent doubts about the meaning and contributions of the gene concept, mostly related to its interpretation as a stretch of DNA encoding a single functional product, i.e., the classical molecular gene concept. There is, however, much conceptual variation around genes, leading to important difficulties in genetics teaching. We investigated whether and how conceptual variation related to the gene concept and gene function models is present in school science and what potential problems it may bring to genetics teaching (...) and learning. Here, we report results on how ideas about genes and gene function are treated in textbooks and appear in students’ views and, also, about a teaching strategy for improving higher education students’ understanding of scientific models and conceptual variation around genes and their functions. Formulating and translating corporate social responsibility strategy into actual managerial practices and outcome values remain ongoing challenges for many organizations. This paper argues that the human resource management function can potentially play an important role in supporting organizations to address this challenge. We argue that HRM could provide an interesting and dynamic support to CSR strategy design as well as implementation and delivery. Drawing on a systematic review of relevant strategic CSR and HRM literatures, this paper highlights the important interfaces (...) between CSR and HRM and develops a conceptual model, the CSR-HRM co-creation model, which accounts for the potential HRM roles in CSR and identifies a range of outcome values resulting from a more effective integration of the role of HRM within CSR. The paper concludes with relevant theoretical and managerial recommendations that advance our understanding of the potential interfaces between HRM and CSR and how HRM can support a systematic and progressive CSR agenda. The ternary xV2O5–(40 − x)Li2O–60B2O3 glass system, where x = 1, 2, 3, 4 and 6 mol%, was prepared by normal quenching. Ultrasonic velocities and attenuation were measured at room temperature using a pulse-echo technique. Various parameters, such as elastic moduli, micro-hardness, Poisson's ratio and Debye temperature, were determined from the measured densities and velocities. The composition dependence of these parameters, in addition to the glass-transition temperature, suggested that vanadium ions were incorporated into these glasses as a network modifier, resulting (...) in the reconversion of BO4 tetrahedra to BO3 triangles by the breaking of B–O–B linkages and the formation of nonbridging oxygens (NBOs). The outcome was a reduction in network connectivity and rigidity with increasing V2O5 content. The results are explained quantitatively in terms of fractal bond connectivity, average atomic volume, network dimensionality, packing density, number of network bonds per unit volume, cross-link density and atomic ring size. The Makishima and Mackenzie model appears to be valid for the studied glasses when the fate of BO4 tetrahedra and creation of NBOs are taken into account. (shrink)

Water quality control helps in the estimation of water bodies and detects the span of pollutants and their effect on the neighboring environment. This is why the water quality of the northern part of Lake Manzala has been studied here from January to March, 2016. This study aims to model and create a program for linear and nonlinear regression of the water elements in Lake Manzala to assess and predict the water quality. Water samples have been extracted from various depths, (...) and physio-chemical properties and heavy metal concentrations have been evaluated. This study has proposed a new algorithm for predicting water quality called “Algorithm of Estimation Regression Model”. On the contrary, in renewable energy applications, statistical modeling and forecasting the solar radiation remains a significant issue with detect to reinforce power management. A new proposed method for forecasting the average Monthly Global Solar Energy in Queensland, Australia, is called, Converting Data Set into Markov Model. It was used to obtain Markov transition probability matrices for three and six states of the solar energy. The proposed forecasting method yielded accurate results with minimal error. (shrink)

The aim of this article is to present a chaotic fruit fly algorithm as an optimization approach for solving engineering design problems. In CFFA, the fruit fly algorithm, which is recognized for its durability and efficiency in addressing optimization problems, was paired with the chaotic local search method, which allows for local exploitation. CFFA will be set up to work in two phases: in the first, FFA will be used to discover an approximate solution, and in the second, chaotic local (...) search will be used to locate the optimal solution. As a result, CFFA can address difficulties associated with the basic FFA such as falling into local optima, an imbalance between exploitation and exploration, and a lack of optimum solution acquisition. The chaotic logistic map is employed in the CLS because it has been demonstrated to be effective in improving the quality of solutions and giving the best performance by many studies. The proposed algorithm is tested by the set of CEC’2005 special sessions on real parameter optimization and many EDPs from the most recent test suite CEC’2020. The results have demonstrated the superiority of the proposed approach to finding the global optimal solution. Finally, CFFA′s results were compared to those of earlier research, and statistical analysis using Friedman and Wilcoxon's tests revealed its superiority and capacity to tackle this type of problem. This research implements a recent evolutionary-based algorithm of equilibrium optimizer to resolve the constrained combined economic emission dispatch problem. This problem has two objective functions that represent the minimizing of generation costs and minimizing the emission of environmental pollution caused by generators. The proposed algorithm integrates the dominant criteria for multiobjective functions that allow the decision-maker to detect all the Pareto boundaries of constrained combined economic emission dispatch problem. In order to save the effort for the decision-maker to select the (...) best compromise alternative, a cluster study was carried out to minimize the size of the Pareto boundary to an acceptable size, representing all the characteristics of the main Pareto frontier. On the other hand, in order to deal with the infringement of constraints, a repair algorithm was used to preserve the viability of the particles. The proposed algorithm is applied to solve the standard 30-bus IEEE system with 6 generators to validate its robustness and efficiency to produce a well-distributed Pareto frontier for constrained combined economic emission dispatch problem. Compared with other studies, good results in solving constrained combined economic emission dispatch problem are obtained and a reasonable reduced Pareto set is found. (shrink)

In this article, we consider estimation of the parameters of a generalized Pareto distribution and some lifetime indices such as those relating to reliability and hazard rate functions when the failure data are progressive first-failure censored. Both classical and Bayesian techniques are obtained. In the Bayesian framework, the point estimations of unknown parameters under both symmetric and asymmetric loss functions are discussed, after having been estimated using the conjugate gamma and discrete priors for the shape and scale parameters, respectively. In (...) addition, both exact and approximate confidence intervals as well as the exact confidence region for the estimators are constructed. A practical example using a simulated data set is analyzed. Finally, the performance of Bayes estimates is compared with that of maximum likelihood estimates through a Monte Carlo simulation study. The aim of the study was to identify the organizational structure and its relation to the prevailing pattern of communication in the Palestinian universities. The researchers used the analytical descriptive method through a questionnaire randomly distributed among Palestinian university workers in the Gaza Strip. The study was conducted on a sample of (274) administrative staff from the three universities, and the response rate was (81.87%). The study found that there is a high satisfaction with the nature of the organizational structure (...) in the Palestinian universities from the point of view of the administrative staff, which reached 68.05%. And that there is a high level of communication pattern prevailing from the point of view of administrative staff, where the percentage (71.32%), there is a direct correlation between the nature of the organizational structure and the prevailing pattern of communication, the absence of differences between the sample according to the gender variable in their perception of the nature of the organizational structure and the prevailing pattern of communication, the absence of differences in the perception of employees of the nature of the organizational structure and the pattern of communication prevailing according to the variable age. There are differences of statistical significance in the perception of the nature of the organizational structure and the pattern of communication depending on the variable of scientific qualification in the organizational structure, and the pattern of communication. Differences were in favor of diploma holders compared to other practical qualifications. There is an absence of differences in the perception of employees of the nature of the organizational structure and the pattern of communication depending on the variable years of service. There is absence of differences in the perception of employees of the nature of the organizational structure and the pattern of communication depending on the variable level of career (Director, Head of Department, and Administrative Officer). There is absence of differences in the perception of employees of the nature of the organizational structure and the pattern of communication depending on the variable of the workplace. And the existence of differences in the perception of the employees of the nature of the organizational structure and pattern of communication depending on the university in which they work. And that there are statistically significant differences between the Islamic University and Al-Azhar University, the nature of the organizational structure and the pattern of communication in favor of the Islamic University. And that there are statistically significant differences between Al-Azhar University and Al-Aqsa University in the prevailing pattern of communication in favor of Al-Azhar University. The study reached a number of recommendations, the most important of which is that the departments of the Palestinian universities in the Gaza Strip in general, Al-Aqsa University and Al-Azhar Universities should be given greater attention to the prevailing organizational structure and the staff, the need to improve the pattern of communication prevalent in universities. Solving workers' problems and giving them the opportunity to contribute to solving their own problems. Strengthening the democratic leadership style and empowering university staff. (shrink)

Dicho argumento aspira a demostrar que, aun cuando aceptemos la hipótesis de que un grupo de ciudadanos dispone de una justificación pública apropiada para creer que determinada doctrina comprehensiva es verdadera o correcta, existen razones morales fundamentales para rechazar la pretensión de que el estado pueda estar justificado para (...) actuar sobre la base de esas creencias cuando las esencias constitucionales o cuestiones de justicia básica se encuentran en juego. The study aimed at measuring the dominant pattern of leadership and its relation to the performance of the administrative staff in the Palestinian universities. The study community consists of all the administrative staff from Al-Azhar University and the Islamic University, and through the census of the study society it was found to consist of (655) administrative staff. In order to achieve the objectives of the study, the researchers used the method of random sample in the study, and the study was (...) conducted on a sample of (221) administrative staff of the surveyed universities and the response rate was (82.35%). The study found that there is a high degree of satisfaction with the Dominant Pattern of Leadership in the Palestinian universities in Gaza Strip from the point of view of the administrative staff, which reached (71.67%). There is a high level of performance from the point of view of administrative staff, with a percentage of (82.53%). There is a direct correlation between the dominant pattern of leadership and the functional Performance of Administrative Staff, the absence of differences between the sample according to the gender variable in their perception of the dominant pattern of leadership and the functional Performance of Administrative Staff, the absence of differences in the perception of employees of the dominant pattern of leadership and the functional Performance of Administrative Staff depending on the age variable. There are differences of statistical significance according to the variable of scientific qualification in the Dominant Pattern of Leadership, while there were no differences in performance, the differences in the dominant pattern of leadership according to the scientific qualification were in favor of those who obtained the diploma degree compared to other practical qualifications, the absence of differences in the perception of employees of the dominant pattern of leadership and the functional Performance of Administrative Staff depending on the variable years of service, the absence of differences in the perception of employees of the dominant pattern of leadership and the functional Performance of Administrative Staff depending on the variable level of career (Director, Head of Department, and Administrative Officer). There were differences in the perception of workers to the dominant pattern of leadership depending on the variable of the workplace, where there were differences in favor of workers in deanships and colleges compared with the workers in the technical departments. While there were no differences in job performance according to the workplace variable, the existence of differences in the perception of workers to the dominant pattern of leadership depending on the university in which they work in favor of the Islamic University and the absence of differences in performance between the Islamic University and Al-Azhar University. The study reached a number of recommendations, the most important of which is that the interest of the managements of the Palestinian universities in improving the dominant pattern of leadership, to give universities the opportunity to participate in decision-making, the continued administration of universities interest and continuous improvement of the performance of its employees, enhance the periodic evaluation of job performance and to inform employees and express their opinion, solving workers' problems and giving them the opportunity to contribute to solving their own problems, the use of the staff rotation method periodically and strengthening the democratic the dominant pattern of leadership and empowering university staff. -/- . El presente artículo propone algunas objeciones contra la concepción deliberativa de la democracia desarrollada por Carlos Nino. El blanco central de las objeciones es la tesis del filósofo argentino según la cual el valor del debate democrático derivaría, fundamentalmente, de sus virtudes epistémicas, es decir, de su capacidad para elevar las probabilidades de que el sistema político tome las decisiones correctas. Se cuestiona el modo en que el autor presenta su propuesta como una forma de superar las deficiencias que presentarían (...) las concepciones de John Rawls y Jürgen Habermas en el campo de la epistemología moral. Se intentará demostrar que el modelo de deliberación defendido por Nino no resulta aplicable a un contexto de pluralismo razonable filosófico, religioso y moral como el que resulta característico de las democracias liberales contemporáneas. Por último, se ofrece el esbozo de una concepción alternativa, práctica y moral, no epistémica, del valor de los procedimientos democráticos y de la naturaleza de la legitimidad política. This paper posits some objections against the deliberative conception of democracy developed by Carlos Nino. According to Nino, the value of democratic deliberation lies, basically, in its epistemic virtues. Public deliberation increases the probability that the political system will arrive at the correct decisions. We shall argue that the Argentinean philosopher fails to prove that his proposal is a solution to purported weaknesses in John Rawls’ and Jürgen Habermas’ positions in the field of moral epistemology. We shall try to demonstrate that the conception of deliberation posited by nino cannot be applied successfully in the context of moral, philosophical or religious reasonable pluralism that characterizes liberal contemporary democracies. Finally, we offer an outline of an alternative conception -practical and moral, non epistemic- of the value of democratic procedures and about the nature of political legitimacy. (shrink)

El debate entre liberalismo y perfeccionismo ha sido uno de los ejes centrales de la Filosofía política durante los últimos veinte años. Este libro aspira a analizar críticamente y, en última instancia, a ofrecer una defensa del núcleo conceptual de la posicíon liberal. A lo largo del trabajo, se examina y discute una amplia serie de argumentos propuestos por filósofos contemporáneos "Rawls, Larmore, Barry, Kymlicka, Nagel y Ackerman, entre otros" en defensa de la neutralidad estatal. A su vez, se desarrollan (...) dos líneas de argumentacíon en defensa de las posiciones liberales que pretenden superar las falencias analizadas a lo largo del libro. La meta del primer argumento es demostrar que quien acepte las ideas fundamentales de la cultura política de las democracias contemporáneas deberá aceptar también las ideas básicas del liberalismo. Su punto de partida es una formulacíon del ideal ético-político de igual respeto por las personas y una reinterpretacíon y ampliacíon de lo que Rawls ha denominado las "cargas del juicio". El segundo argumento toma como punto de partida una idea arraigada en la tradicíon de pensamiento liberal: la necesidad de reconocer la falibilidad humana y sus consecuencias políticas y morales. El argumento combina la apelacíon a una premisa falibilista con una distincíon entre razones para afirmar una creencia y razones para estar justificado a actuar a partir de ella en contextos en los que cometer un error acarrearía un daño grave a terceros. Sobre esta base, se señala una serie de ventajas de las políticas que satisfacen los requisitos de justificacíon neutrales frente a las políticas perfeccionistas. (shrink)

La meta del presente artículo es probar que existen contextos de acción en los que tiene lugar una escisión entre el conocimiento moral de los sujetos y la justificación, también moral, de sus acciones. Para que ello ocurra, según sostendremos, deben darse al menos dos condiciones: el costo de actuar sobre la base de creencias falsas debe ser muy elevado para el bienestar de los afectados y la probabilidad de que tal resultado se produzca efectivamente, aunque baja, debe ser significativa (...) o no trivial. Sostendremos que la escisión entre conocimiento y justificación de la acción referida tiene importantes consecuencias para la estructura de la deliberación moral. This paper is aimed at proving that in certain contexts of action there may be a cleavage between the moral knowledge of an agent and the moral justification of her actions. I will argue that this is so when two conditions obtain: first, acting on the basis of false beliefs may end-up being very costly in terms of the welfare of those affected; and second, even if low, the probability of such negative upshots are significant or not trivial. I shall claim that this cleavage between knowledge and justification of actions has important consequences for the structure of moral deliberation. (shrink)

La meta del presente artículo es defender la tesis de que la aceptación de las ideas fundamentales del liberalismo político no conducen necesariamente a una concepción de la justicia global minimalista como la que desarrolló John Rawls en The Law of Peoples. Sostendré, contra lo que el filósofo explícitamente afirma, que las democracias liberales contemporáneas pueden apelar públicamente, en la esfera política global, a los ideales igualitarios y a una concepción robusta de los derechos humanos como justificación de ciertos aspectos (...) de su política exterior. Intentaré demostrar que ello no resulta incompatible con el requisito de asumir una posición de tolerancia y de respeto con las naciones que suscriben mayori-tariamente formas de vida y sistemas de creencias incompatibles con algunos de los valores liberales más significativos. The purpose of the following article is to sustain the view that accepting the basic notions of political liberalism does not necessarily lead to a minimalistic concept of global justice as that developed by John Rawls in The Law of Peoples. In opposition to his explicit opinion, I shall hold that -within the global political field- contemporary liberal democracies can publicly hold egalitarian ideals and a robust conception of human rights in order to justify some of the features of their foreign policy. I shall try to demonstrate that this is not incompatible with the required tolerance and respect toward nations that conspicuously embrace ways of life and belief systems incompatible with some of the most relevant liberal values. En A Letter Concerning Toleration John Locke argumenta en favor de la tolerancia religiosa afirmando que el Estado no puede mejorar la vida de las personas forzándolas a vivir de acuerdo con creencias que ellas no suscriben. Más recientemente, Ronald Dworkin y Will Kymlicka han desarrollado argumentos similares. En el caso del primero, contra ciertas políticas paternalistas; en el del segundo, en apoyo de la tesis liberal de la neutralidad estatal. Mi propósito en el presente artículo es analizar la plausibilidad (...) de dichos argumentos concebidos como una defensa de la tesis de la neutralidad estatal. Intentaré demostrar que ambas versiones del argumento fracasan. En la sección II, cuestionaré la capacidad de los argumentos para respaldar las conclusiones que aspiran establecer, sin objetar la plausibilidad de las premisas involucradas. En la sección III, desarrollaré tres objeciones contra la concepción del bienestar crítico que constituye el corazón de ambas versiones del argumento. In A Letter Concerning Toleration, John Locke argues in favor of religious toleration positing that the state cannot make a person's life better by forcing that person to live according to beliefs he refuses. More recently, Ronald Dworkin and Will Kymlicka have developed similar arguments. In the first case, against some paternalistic policies; in the second, in support of the liberal ideal of state neutrality. My aim in the present paper is to analyze the plausibility of these arguments conceived as a defense of liberal neutrality. I will prove that both versions of the argument fail. In section II, I will object the argument's capability to support the conclusions it attempts to establish, without raising doubts about the reliability of its premises. In section III, I will submit three objections against the conception of critical well-being that constitutes the core of both versions of the argument. (shrink)
